After you connect to a network Windows XP will add it to the to your Preferred Networks list.

Let suppose for example you want to connect first to a certain wireless network. To make sure you connect to it you must move your wireless network to the TOP of the Preferred Networks list. To edit this list click Change the Order of Preferred Networks in the Wireless Network Connection window.
