Can ping the server but get no response. Although we are able to access from India New Zealand and within Australia cannot access from Thailand, China, Vietnam or Tawain is it blocked.

From what we know in China for example the internet is filtred by the government and some sites and services are blocked. This can be cause that you cannot access your server.
