I start the computer it takes 8 minutes to get to the log in screen and another 30 minutes to get the actual desktop loaded and that is if it loads. It almost looks as if the processor isn't completely working and that there's something wrong with the platter or kernel in the hard drive.

It is very possible that your Windows files are damaged so you will need to format your HDD and reinstall Windows from scratch.
